Can we make Xerath something other than a worse version of lux?

Literally everything Xerath can do, Lux can do better.

Poke? Lux's is more reliable. CC? Lux can snare 2 targets for 2 seconds, Xerath only stuns 1 for less than 2. Lux also has a far more reliable slow. Burst? Lux pops people far, far faster because her ult is frontloaded, and all her burst can be compacted into her light binidng duration. Safety? Lux actually has a shield, and her snare works at close ranges, unlike Xerath's. Teamfights? Lux wins hands down. Ganks from roaming? Point again goes to lux.

Maybe Xerath has slightly better waveclear, but other than that, lux outclasses him in every way, shape and form. Xerath's sitting at a ~46% winrate, and he just feels kind of... meh. Lux seems to do better in every scenario.

Xerath has much better AOE, and is more successful in actual back lining.

Lux is more of a support that does damage, than an actual mid-lane mage. I also disagree for the most part, as Xerath is all around better at being an artillery mage than Lux could ever hope to be. Also Xerath is a mage with very limited anti-assassin potential which would probably explain his dismal winrate. Xerath also has a small 2-6% pick rate, which could also make it more difficult to balance out bad games and raise his winrate.
