Can Sol's Q be able to instantly reactivate?

It is a seriously OP weakness in his kit. Not being able to defend himself from any champion with in his "orbit", while also being squishy and innately slow, means that there are few match-ups where he can survive in. With his passive also being disabled when he is unable to cast spells, he has just too many openings for enemies to get to him.

If he could instantly recast the Q that would mean he had some actual defense options besides his ult to use on melee assassins, divers, and anyone else who can get right on him.

Sol has a ton of difficult lane opponents (most mid lane champions). This would help him have a few more easier ones, or at least more even opponents.
