Why not lower the base damage and an AD Ratio to it?

Even more now, if you think about it.

Because it's not meant to be a heavy damage dealer, it's supposed to be an engage tool, as it is a global AoE stun+slow, and can be one of the longest stuns in the game. If you want wave clear on a global ult, use Ezreal If you want a lot of damage on a global ult, use Jinx or Draven (or Karthus)

It's a utility spell, not a damage spell. It's not meant to be a nuke or an execute like Jinx's rocket.

if you think theyd just give you more damage on the ability, good luck. (the base damage is already really high).

what youre proposing would result in an early game nerf, with the damage ending up the same as it is now lategame.

probably because it has a stun and even if they lowered the base and put an ad ratio on it, it would prob do more dmg especially late game and they dont want such a potentially long range/long duration stun to have "tons of dmg"

It's a utility ability, not an execute. It's like why Shen's shield scales off AP but he rarely builds that in favor of tank. It gets high base damage to be relevant, but it's main intention is initiating fights or stalling with the cc, not executing low health enemies (although you can do that, but it requires skillz).

It's still a giant magical arrow made purely of true ice. I'd say AP scaling fits just fine.
