Anyone else find it weird that all his abilities scale something he can't buy without being useless?

It'd be nice if his ultimate scaled a little Health. Even just 10%.

Things like this are done for a reason, you can't just, not have a scaling, however riot doesn't want the ability to scale in a normal situation. Taking away the scaling entirely just locks him into one role. also in a few certain matchups ap health is quite fun on him.
