I want a champ with what Braum's shield should have been

I'd love a champ (support) who can basically set up a windwall with the following caveats:

1. They can't move
2. All damage hitting the shield is negated and blocked
3. If they're attacked from another side damage is increase 20%
4. Has to be held a minimum of 5 seconds, but there is no max

Essentially, just a walk that people have to play around.
