Why are some champions allowed to just dominate while others have been in a bad spot for a while?

It is always annoying to see the same champions who are super strong and/or very weak be left in those states patch after patch without much noticeable effort being put towards fixing their issues. Sure, once in a few patches, they may receive a slight buff or nerf, but that almost always does not fix the part that is the issue and usually is just a power shift or a slight numbers change. Things that mostly go unnoticed when in game.

Champions like Galio (post rework) Darius and Yasuo have been strong for a while now. And while occasionally the meta will force them to take a somewhat back seat behind that meta's broken champions, they usually are always good into any situation. Yet they never receive any significant nerf or power shift that directly affects the issue. For example, Yasuo had recently gotten his Q's hold timer reduced by 4 seconds (10->6). That is great and all, but that had nothing to do with what made him strong. His W and passive (both parts) are what needs to be looked at. He has his ban rate so high because of these parts, not how long his Q can be held.

Then on the other side, we have champions like Azir Camille and Kalista, who just feel shitty to play as because they have gotten so many tweaks, power shifts, and nerfs that their is no real left reason to pick them over any other champion. And yet, if they ever receive a buff, it is not where they need it. For example, Camille got recently buffed on her Q's second proc's damage (this is actually just a revert of an earlier nerf) and a few seconds off of her passive's CD. While that is good an all, it is not what she needed to get. She needed something to up her early game survivability rate. Not her damage. A simple revert of her latest W nerf which removed most of the targets she could heal from, would have likely been enough.

The other issue is that it seems that RIOT just looks for the meta to change, and hopes that said champions get corrected because of it. That is ok an all as a temporary relief to buy some time in order to work on fixing said issues, but it does not actually change the fact that they still are in need of fixing. It is like throwing them under the rug to hide them for later hoping no one will notice that they still have issues. These META shift distractions do not actually address the issues, they just take the focus off of them for a time. You should never fix a problem with A, by making B so massive of a problem, that the problem with A seems like nothing. This is why we have power creep, which is more or less universally hated.

Camille is getting buffed, Kalista has been getting buffed and is gaining popularity high ELO and Azir is confirmed rework. What's the problem?

If anything Galio is an argument against this post. He was a meme until they reworked him.

Notice how I said post rework.

And the point was that riot tends to ignore the obvious issues and takes elaborate work-arounds to more or less reinvent the meta in order to "fix" some issues where a simple, but direct, change could be done...

Camille does not need more damage on her Q. She needs to be healthier in lane in the early game. Her W's old heal mechanic was a good thing. It allowed her to also survive the jungle better too. She needs to be able to actually live long enough to use that second half of her Q. What is the point of buffing the second half of her Q if she rarely can use it in an early game fight?

Because her healing off minions was exactly why she was so broken in lane in the first place. There was no way to counterplay her sustain, all you could do was dodge yourself to prevent a little more.

So they're adding power in other areas which is Q, to allow her to, even though still sustaining less, output more damage for it. Balance isn't so simple to do, and for some reason you and others think it is. You can't just throw numbers into a kit where you believe is right and suddenly it's a balanced work of art. Every change you make affects build paths, runes, masteries and synergies with champions. They make small changes, test it on the PBE, and see if it's good or not.

You missed my point where she cant last long enough to use that second proc without risking death herself in the early game. Even if she had only half sustain vs minions she would have been fine.

She is one of the few champions who does not have ranged poke (similar to Irelia Fiora and Fizz), being almost entirely melee based too. Her W is the only ranged attack she has and it is not that long of an ability. Her shield only blocks half of the incoming damage types and needs to be activated by basic attacking an enemy champion. It does fuck all against poke. Her E is a massive risk factor. Miss even slightly and you just fed your enemies a kill or at least a favorable trade. W only heals with the outer ring too so you still have to aim it. Similar champions have sustain worked into their kit which are more easily accessed. Irelia for example, heals every auto once she levels her W or uses her ult.
