Am I the only one who thinks armor pen runes will be really good after Cleaver change?
Going for cleaver early means buying 
instead of 
, so no early pen.
And then armor pen runes come in. Early armor pen equivalent to that of Brutalizer. For the whopping totally low price of 3690 IP.
On a serious note though I feel like armor pen runes will be pretty valuable on some champs now, especially 
and 
who normally get an early Brutalizer (assuming top not jungle, which you still get one, just for Warrior instead of Cleaver). While having 13.55 less AD (assuming you had AD marks before armor pen marks) and 10% less cdr, this would give you 200 more HP and Phage passive.
Overall I would consider this a pretty good buff to bruisers without making them OP, and not changing much else, other than removing Brutalizer's only other path option other than 
and 
for junglers.
