At this point, can we reduce Frozen Hearts cost and give it only 10% CDR

Let's be honest, most of the champions who build it already have massive attack speed slows. They build it strictly for the mana and CDR, the armor is a nice byproduct too. But there are far better armor options at roughly the same cost that give much more effective tank stats because they give both HP and armor.

Considering that CDR is literally in everything now (I found CDR in the depths of my fucking couch this morning), building frozen heart feels like such a waste when I'm spending so much gold on CDR when better armor options exist. I'd rather it just be cheaper, only give 10% CDR and have a little armor shaved off the top, say 5-10.
