When champions who should never be able to 2 shot anyone do

Champions who build significantly more defensively than offensively, should not be able to 2 shot anyone. Yet we see them do so all the time. Unless they are fed, a few levels over the target, or got some massive damage buff from some source, those 5 defensive items + 1 offensive item champion builds should never be able to just slaughter a champion.

Well it depends. They may have 1 damage item, but what if the target has zero defensive items?
