Pika3101 votesRito also has a severely bad rap for refusing to buff champs either. For basically 2 full seasons or more, every patch notes was just a list of X op champs all getting nerfed and usually 1 or 2 random tier 3 trash that some Ritoer randomly lost a normals game against.
Nerfing champs was so synonymous with Rito's name, for several patches they specifically ONLY buffed champs. Called it buff blimp or buff barge or something stupid.
Yes power creep is A problem, but it's not the ONLY problem. Rito just basically said "fuck trying to balance the game, let's just do whatever the hell we want instead." They've been saying that for well over 3 or more years now.
