I don't mind having a surpluss of Cdr options as much as lacking items without it.

Considering Cdr is generally a good rush most people cap it with their first 2-3 items and end up scrambling to complete their build without overcapping on Cdr.

A general example would be the lack of any magic resist+bonus health item that doesn't have Cdr since item 3102 was reworked.

Not sure why item 3194 needs Cdr when we have item 3001 item 3065

Regardless Id prefer to not spend my gold on inefficient stats late game, so please consider tweaking or adding a few items without Cdr.

There was a time where max cdr was an end-game stat, and if you were playing a champion that rushed cdr you'd take masteries for it. That's the way I prefer it personally, because I feel as though cdr has lost it's identity or usefulness if literally everyone has max 35-45% cdr by their 3rd item...

There's no reason to have cdr if everyone gets it for free anyways. If we're gonna go by that design than we should just remove cdr from all items and reduce all ability cooldowns in the game by 5-10 seconds.

Cdr on tank items so they can justify not giving more direct health or armor or magic resist

I like that a lot of items have CDR because it deters players from buying certain items where it is not gold or slot efficient even though it might be an invaluable buy against the enemy team. For example, even if I really wanted a item 3156 on Xayah one game, I would be reluctant to buy a item 3156 because I already have item 3812 and item 3508. Thus the 10% CDR on item 3156 would be wasted. Therefore for survivability I must CHOOSE either item 3156 or item 3812.

Good thing with the runes rework we can turn excess CDR into useful stats.

The reason why all three MR/HP items have CdR is so that the choice between them is not influenced by the presence or absence of CdR. That means that a tank player can say: OK, I need MR. Do I and my team have enough magic damage for it to matter? item 3001 Do I have healing I want amplified? item 3065 Or do I need to survive better against a contínous magic damage dealer like Rumble ? item 3194

EDIT:

Also, for a pure tank, CdR options:

item 3110 item 3025 item 3109 item 3800 item 3083 item 3001 item 3194 item 3065
