Can we punish rage quitters harder than AFK's?

EDIT: Sorry, title wasn't clear. It should say, "Can we punish rage quits harder than regular AFKs and DCs?"

So in the past few weeks, I've encountered more rage quits than I have in my first, uh.... 12 months of League? I think it is because students are on summer vacation leading to more toxic players. Every game has a rager, flamer, or troll. I even had a couple of dudes flaming in Hexakill, a mode for fun. Seriously though, people are quitting right after first blood and never returning in a 45 minute game. Some quit immediately after failing hard in lane, others after an argument with a teammate. Right now, if someone rage quits, I report them for Negative Attitude, but Riot needs to find a different way to punish these people. Last game, our Miss Fortune flamed our Morgana, quit the game after going 2-12-x, reconnected, died 2 more times, and then quit again. The game before, enemy Lee and Bard quit after going 1-4-0 and 1-4-2, leaving us in a 5v3 and basically a free win. Last night, our Zed quit immediately after his 4th death and never came back. A week ago, our bot lane got into an argument and Vayne quit and never reconnected in a 40 minute game. Seriously, this has to stop. If someone rage quits the game, they should be banned from PvP queues for maybe a day, a week, etc... It wasn't too long ago where both teams had one person who just wouldn't cooperate, blamed everyone else for their mistakes, then quit and left us in a 4v4, which wasn't too bad but still annoying.
