Always look at Play rate as well. Less than 1% means its only OTPs and mains playing him and having good runs recently.

50-125 games played has a 97% winrate. 125+ games is 0 (aka no games being played with people who have more than that amount of games with him). Something might be wrong with the stats. There also might be someone who's boosting/smurfing to achieve such a winrate. It's a fluke.

In other words there isn't anybody who plays him enough or sees him worthy enough to be played more than 125 times? Pretty much every other champion has some winrate data for 125+ games except koggles.

Kog is without question better as a result of the W buffs, BoRK buffs, and Rageblade buffs. That's in addition to the current bottom lane clusterfuck meta favoring him since the items he likes are all made out of little parts he can easily assemble. That's in addition to Kog having a really powerful mid game provided he's being built right, which is likewise favored at the moment.

Basically, direct and indirect buffs are all helping him. However, he's still not a terribly desirable pick and the only people playing him are mains. There's no real need to worry about Kog unless he starts showing up in 10% of games and maintaining a 54% win rate like he did when Riot broke his W.
