any reasons for Orianna's shield to last for a thousand of year?

there is a reason that we reduced yasuo and riven's shield duration, when you have a long duration shield combined with TOO MUCH CDR it becomes extremely obnoxious to fight a character that can shield for 600 damage

she is actually one of the safest mid laners. And when she builds mejais? Good luck, her ability to kite on her own is insanely good. And if you manage to kill her while she has mejais, she puts her ball on the engager and easily gets the stacks back.
