Ultimate abilities I have noticed on most champions have such a short CD early and mid game late game in fine with it being a low CD because it's late game.
I hate fighting someone and then they use their ultimate they just used like a minute ago.
Edit: Im talking about ult CDs being low

i know what u mean, u explained it fine... im saying all of the chasmps i listed to me fell like thier ultimate is an ULTIMATE

oh i see.. ok well in that caase.. im not sure why i wouldnt be complaining about
and even if she doesn't get a reset by landing her Q first its only 16 seconds for her ulti.
and quins is kinda the same too

no because its hardly an ultimate theres a reason the CD is low if it was long the champ would be garbage but champions like 
who dont NEED their ult always off CD would still be ok champions but give their opponent a window of opportunity to fight them

The other problem you have to watch out for is if the game revolves around who got their R off the best. One thing I will say is that cdr is way more prevalent now than it used to be. I could see having CDR that worked for certain champions and only affected qwe and not r.

im not complaining about the ults like at all im saying the Cds of the ults are too low
