Teemo needs a rework.
With the amount of hate Teemo currently draws, Riot will never allow him to be competitively viable as anything more than a narrow, mediocre counter-pick. That means no meaningful buffs. It means that if he actually sees high-level play outside of that extremely narrow framework, they'll nerf him even more.
He's been in this state for years.
A rework would seem to be the only possible solution.
There is only one change to Shroomo that I would be fine with and that's his removal from the game. His kit is entirely based around frustrating your lane opponent / opponents. Silence was considered anti-fun and removed and I feel the same about Shroomo. He's anti-fun and should be removed.
You would not be fine with a rework that resulted in a less annoying kit?
This is what I don't understand about the Teemo haters.
Would you rather have Teemo remain as-is (since his complete removal is not plausibly part of the future of this game) than see him reworked to at least partially address the substance of your complaints?

I'd love for all champions to be viable in a massive rock, papers, scissors way but Riot only seem to be able to work on one or two champs a year for the sort of rework you're talking about. As it stands there are far better candidates ahead of him.
I would be overjoyed if there were merely 'candidates ahead of him' in line for a rework, but as it stands, Riot has refused to even acknowledge the need for Teemo to be IN that line, at the back of it or otherwise.
