I think it's mostly due to Jinx's massive player-base and the fact that Riot doesn't want to cause a massive uproar so they took the liberty of explaining how the "nerfs" will still let Jinx keep her late-game hyperscaling potential but with the downside of having a weaker early game to compensate.
