If I build Tenacity I would actually like to see some benefit from it
only two sources of tenacity so at least make them kind of strong

Also, lots of new champions got knock-ups or displacements, who are an (not so) indirect nerf to Tenacity.

Naw you gotta pull out the whole picture.
The whole CC system needs a rework tbf.
Tenacity is problematic, some champions are meant to be countered solely with CC, imagine if tenacity was strong with current Yi?
I think u should be careful with that phrasing. CC is NEVER a valid only counter to a champion because EVERY champion is bad when standing still doing nothing for 2 Seconds. If a champ has only CC as a weakness it is straight up a bad design.
Making tenacity stronger won't help much either. All new champions just got way to overloaded kits, everyone has a CC, some truedamage and special mechanic XYZ with them. The only real thing u can do is try to abuse the broken stuff harder then ur enemie and prey to the elo gods.

Actually, there are many champions who can mostly ignore CC if played well.
Illaoi can bypass almost all non-displacement hard CC with her Q by just queueing up her Q just before the CC is applied, leaving only extremely long duration hard CCs actually impacting her, and her R can flat out make her have true CC immunity for a split-second, completely letting her bypass ANY CC, even Stasis like Bard's ult.
There are 3 major sources of it excluding champ abilities:
Legend: Tenacity (was buffed a few patches back from 20% to 30%, and 20% was enough to make it strong)
Unflinching
(Also noticeable has magic resist, so not an exclusive purpose boot...)
and then you also have
And they are extremely strong....
Ah. Yes. Tenacity is weak. Or so you say, at least.
Why is it weak, exactly? It still does the exact same thing it used to. And displacements, while they are on a third of the roster, are still relatively rare (You'll only see it occupy about 10% of cc in a game, usually).
It's far more effective than you'd think.
Such a garbage post lol

I think that's because riot doesn't like it and have been trying to get rid of it completely, but are too scared too. Perhaps they still want CC to have some counterplay or an illusion to counterplay, but if those options are too good CC is worthless. Another issue is riot needs to figure out is who is tenacity supposed to be used on. A squishy champ with tenacity is still dead, a tank with it will do his job better.
You forgot the third source. Which is GAREEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEEN.
Incase you forgot his w gives him around 60% tenacity for 0.75 seconds. I know this doesn’t seem that long but combined with the two tenacity runes, and the two other tenacity items you can reduce morg q (which is 3 sec at max rank) to around 1 sec. but sadly it does only last for 0.75 sec so you have to make sure that the form of cc you are reducing is a very important and long one, hence why I game morg q, which is one of the longest forms of cc in the game, as an example.
So what you're saying is that to counter CC in the game I should play a champion that has 1 ability to mitigate some CC?

Chill that was an example, Garen is a very good choice in my opinion but you might be better off having your teammates defend you while under cc or somebody heal/shield you so you don’t die while under cc.

There are more than 3 ways to get Tenacity: http://leagueoflegends.wikia.com/wiki/Tenacity Granted, most of them are not readily available.

I know there are way more than 3 sources, I was making a joke by including Garen as one of the sources. I think that I am one of the only people that use a tenacity build nowadays. But I do use that build only when the enemy team comp is all stuns, slows, and roots. So in other words no forms of cc that is unaffected by tenacity.
I have a thread up from yesterday about an idea to rework tenacity so it lowers damage while cc'd.
Wondering if you have any other ideas about changes that could make tenacity more consistently useful.
I really like your tenacity idea! However I don't think it should give damage reduction right off the bat. I think if X champion experiences multiple CCs then that is when they should receive the damage reduction. My personal idea is that tenacity is more/less effective depending on orientation of champion vs enemy champion. It's still in the works in my head since I haven't really thought it out but heavy engage champions should receive MORE tenacity versus champions with tenacity running the opposite direction or simply away from enemy champions.
I would like it if tenacity applied diminishing returns on cc much like in world of Warcraft how the applo3d it to stop things like rogue stun locks. Would be nice especially in this mage heavy meta where a could forms of stuns snares on a team is not unlikely. Would be nice if it stopped or ignored 2nd 3rd stuns etc that were close togethere removing some of the no counterplay to stunlocked to death.
Just to be clear...still reduce initial cc but greatly reduce additional.cc in short sequences of time.
Displacements account for 38% of cc in the game. That was before Pyke came out
theres technically 4 sources but even with all four you still dont feel shit
You notice it as a relatively immobile mage when you're trying to cc the Darius who's running at you and he only stays rooted for like .25 sec
Specifically Lux, when you Q and start your ult, but the Q wears off and they just walk away before the ult even finishes the charging animation
