Why is voli allowed to tank so many tower shots at early levels?

Even pre 6 he still tanks more than the average champion, it mostly is because of his sustain, but even that should not counter a towers damage to the extent it is currently. I get he is meant to be tankier than other champs, but this seems to be a bit much.

I do tower dives at **lvl3 **as Yi, Morgana and amumu. Don't need to be voli. You need to know when or when not to tower dive and get away with it.
