You can Disenchant the shards to get essence. 1 Champion shard gives like 180 - 250 essence (roughly) depends on the normal rp cost of that Champion. Which means, with 2 - 3 shards you can upgrade one of your champion.

Upgrade to Level 6 mastery needs either that champions shard or 500 essence. Upgrade to Level 7 mastery needs either that champions shard or 600 essence.

3 Shards are 5100 IP. That's fair in my opinion. Keep in mind there are many people that play since season 1 or even Beta and sit on 100k - 500k+ IP and can't spend it another way.

Total IP 1700 x 140 = 238000 /2 = 119000 So it will take 119000 ip on average to get mastery level 6
