Tanks and top laners and Aatrox

So what was the thinking behind Garen? "Lets see, lets make a champion who doesnt need mana, and silences hes enemies for forever, gets to break free from CC and sprint off to safety, regains tons of health, has no skill shots, and punishes enemies for being low on health"

Or Jax " Lets make a champion who can stack AD but STILL gets tons of armor and MR when he ults, AND a ridiculous stun.

Or riven "Lets make a champ that doesnt need mana and has two ways to CC you to death.

Honestly, so many champions are strong early and scale well and can carry. So why do some champions like Aatrox not have the ability to scale well and carry too?

Aatrox can me made viable. First of all, his passive of attack speed is great, but basically he has no benefit from it (or his revive) if his bloodwell is empty. That thing should drain MUCH more slowly. 2nd, his dive should be faster with reduced cool down and increased area of effect while his ult is active, so he can pop it 2 times or so. Ya know, how other champs can do things multiple times like, Darius with his ult, etc.
