Mobility creep and flash?

I was thinking, is the only reason mobility creep doesn't feel bigger, because we have flash? How would the game change if flash was removed? Who would fall out and who would fall in? If we look at the game without flash, could we understand better who may be a little under or over tuned in the mobility department? Just my thoughts. I understand the skill mechanics of flash, timing it for couch kills or saves and such. I just find it a little wild that Riot says they don't like how runes and masteries have an optimal setup and everything else,.yet the summoners feels similar. You either run flash on nearly everyone, or you fall flat on your face. Is that not similar to how runes are? You either run what's optimal or you get punished?

Its simple, champions without mobility would be gutted, their laning phase would be horrific and they wouldnt be worth playing.

Is that good design and or balance though?

I would change game drastically. A lot of stuff would have to be reworked and tuned.

Agreed. But I guess my question is, does flash bandaid fix the issue of mobility creep?

flash probably needs a few changes, yea, but what can you do when the juggernauts and some champions rely on it so heavily to not become proper useless.

I think that's the question. Is it good balance to force some champions to take an optional spell as mandatory, where others don't need to. As much as we all use flash because of how free it is, a lot of champions could get away without it and still do okay.
