So don't tell me we need to change Rylais into Mana/Cdr
If the slow on Hextech wouldn't decay this fast and Rylais would offer less Ap than it Riot would be able to easily fix the Rylais issue by simply lowering Rylais' AP, tweak the slow and maybe buff the hp.
has HP too, so according to Riot its unhealthy.

It does seem healthier for regular burst mages to have a slow on an active item rather than on every spell, and that way the champions void of cc (Or very little at least) can still build Rylai's without anyone getting screwed out of an item.
Rylai's wasn't a problem until they went and lowered the HP in exchange for more AP, and then removed Zhonya's from the list of 100+ AP items.

They could also take the one item that they have forgotten about (
) and make it into a Mana/CDR item. sure it doesn't have a slow, but if they lower the price to something that can be made during the laning phase, the passive would be pretty handy for squishy burst mages. not only that, but they can keep the 
in it, making it another armor option for mages with the addition of point runner for immobile mages.
