Remove empowered smites from the game

JG is still way to impactful compared to the other positions in the early game, and the smites are so powerful that its even viable to be taken in lane to abuse them.

They were added back in season 3 when junglers were much weaker early game, now that is obviously not the case anymore so they dont need to exist anymore, being a combat summoner down would tone down their early game a bit.

Fixed that for you.

Red smite is so overpowered that its actually viable to take smite in lane just to get it, 60s cd on a exhaust that doubles as a mini red buff, its broken as shit.
