That is actually... pretty neat! I like it! Will make her a lot better around level 6 when everyone burst each other. But does it heal her on self-cast only or always?

I think it makes more sense to heal on the selfcast only.

I think's what it means. If you use it on Lissandra herself, she gets healed. Also, it seems there is some Kassadin, Lucian, Lee Sin, Nasus, and Zed changes in there as well.
