I am going to rant a bit, but he got nerfed too much for abusing Lethality, when 
, who was competitive redside permaban at the time, got basically only marginal nerfs compared to Jhin. Varus is basically top tier in competitive for the entire season (Utility meta, Lethality meta, BoRK meta), he was never weak like Jhin was because of his flexibility.
Then 
got buffed and Jhin was a huge sack of shit after that. And soloQ was basically full of
, like it always is when he is decently strong (and after BoRK buffs he was basically the strongest ADC). When everyone not named 
was rushing BoRK at the time, it was absolutely horrible to play him.
The 7.12 buffs made him viable enough for his CC to be used in competitive.
