Is it just me or does it feel like Marksmen benefit the most from the new runes?

debacle aside, the precision tree has buffed the crap out of most marksmen(Press the attack 
sleeper op), and for the niche you have Aery in the sorc tree.
Side note, Aery should apply to ability casts only, not basic attack...
Been seeing a lot of marksmen go mid top and JG lately too, and not even the meta ones, yet they still end up snowballing thanks to the new runes and solo experience.
This preseason has an ominous vibe to it.
