Play it passive, and call for jungler ganks.
Literally, the first thing I see said in any diamond level match when the enemy top laner has ignite is: "____ has ignite not tp, gank me a lead and I snowball forever." (or something similar).
With ignite, they'll want early kills. So they'll clear waves faster because they want to be able to harass you more and all-in you, so they'll be more susceptible to ganks. More importantly though, they won't have map pressure / objective control. When your team wants to take dragon, you can tp bottom and gank with the jungler 4v2, secure the double kill and rotate dragon - the ignite top laner is probably just going to take your tower. Come late game, there's no threat of a back door inhibitor/nexus without them having teleport. You can also make nice plays, like split pushing bottom while your team sets up Baron (if they send 2+ to get you bottom, team takes Baron while you die. If they send 4+ to Baron, you can either push an inhibitor or tele Baron to help).
Basically, teleport is a better mid/late game summoner spell and ignite is better early. So if you don't let them take the early lead, you have an advantage. In this case, you don't need to win lane, you just need not to lose it.
