Ap item with Movespeed active
We have Mercurial Scimitar and Youmuus Ghostblade for AD champs, and the recently introduced Righteous Glory for Mana bruisers, but no Ap Item with a speed boost active for the rest of the champions.
Simply put, I think its only fair that an Ap item with a speed boost active be made.
Needed specifically for these champs but any Ap scaling champion could make use of it.
