I normally only used banner when I played Heimerdinger. But lately I've seen and heard people talking and complaining about it. But I don't understand why. Its damage reduction was %100, then lowered to %70 and then lowered to %40.......but I didnt see people complaining about it until it was %70.
So what am I missing? Why was it worth complaining about at %70 and not %100?

SuperCommander1 votesIt used to only be 100% against magic damage. The 70% was against all damage (so even ADCs have a hard time to kill it).
Hethalean1 votesWhen they switched it to 70% damage from all champion sources, it was so much easier to siege. Before the ADC could murder it with ease, afterwards it was so much mor erewarding having two of them (Top and support I think) promote two cannons to destroy the tower and there was not much to do about it.

Anyway, yeah, the 70% buff thing was probably the stupidest and unbalanced thing riot could have ever done.
And they wonder why "riot's silver balance team" meme is a thing. Which i for one take it as a fact rather than a joke.
Like seriously, how did something like this even get passed on?!? It's basic common sense to know that this is very unhealthy! If they kept it, it would have been the new 
of the season. Only this time, riot actually went in to hot fix it.
VvVVvV1 votesYeah its weird to me why "hot fixes" even exist. Like they should never be needed. They have the PBE......the PBE is designed for testing, gather input and make necessary changes before they go live.
So the fact that they ever have to hotfix anything shows they ignore the input and information they get from their testing......so might as well scrap the PBE if they are not using it correctly.

Same thing happened with Galio and his Q that did 15000 damage to full tanks with full stacked 
over the other with minimum 250MR (MINIMUM). So tanky that even 
needs like 10 w procs to kill them.
I'm pretty sure riot got humiliated after this. Hell, they got accused countless times about them not knowing what they were doing ever since the Galio Q disaster. They even had to show their accounts to prove they are Diamonds. Which i hardly believe anyway, that they are anyway.
