can Ezreal Q consume Sheen if it misses

It's so God damn frustrating that even when I dodge his Qs and I'm working my way into melee range so I might have a chance of killing him that he can still correct it by just right clicking me and guaranteeing his next Q and jumping away to do it again. I'm vine with a good Ez who is actually landing their stuff kiting me. I'm not as cool with him screwing up half the time and still preventing me from getting to hit him.

Since Q gives him the massive benefit of long range Sheen procs it should consume it on a whiff and set it to CD just like a blocked auto would work vs a Pantheon or Jax.

There is a 1.5 second cooldown between Sheen procs, what is your point?
