Can We Not Do A Basic Ladder System?

By basic ladder system i mean simply you need to win 5 games in a division to get in promos.

You have a single up down system 1 win you move up one, 1 lose you move down one, simple easy and stops the BS LP gain and lose to happen.

How is that good? So you are saying I can lose 20 games in a division, but then I somehow got my 5th one, so now I have the "chance" to rise? It is also possible that I can get carried in my promo series and all I have to do is just not die, so that means I "earned" my rank?
