Does anyone run 45% cdr?

Its good to have on champs with a lot of utility in their kits. Mainly support from my experience. I do it on Soraka/Janna/Karma/Zyra support for examply. Zyra because her damage is high enough as is and it helps spread more seeds.

I do when I play mid . The extra 5% is really quite helpful. Would take it over the pen any day.

I run it on . That's about it.

I take it when i play support.

I run it anytime an extra 5% CDR will give me more damage than the penetration.

most supports would rather have the CDR

45% cdr on is awesome for her ult.

44 second cooldown for a malphite ult is awesome.

With lulu that extra 5% can let her always have a shield on the ally champion, but yeah mostly i do it for support champions.... Me personally i still hate thunderlords, its way too easy to proc, but i have started using it a bit more.... And when i do that i have the magic pen/lethality

I run it on Skarner pretty much always.

I usually run it on as their abilities are better than the extra bit of damage that I could do. I think the only champion I run the mix pen are and because they really need the help for kill potential over teamfights.

Can't afford the runes to do so :(

i mean its like 30.6 Leth and 1.68 Magic pen at level 18 vs 5% CDR over the cap
