True damage isn't mitigated by anything. Armor, MR, damage reduction, nothing.

You are lvl 9. You play the game with incomplete masteries, effectively without runes and you don't even have access to all summoner spells. I am not saying your opinion is invalid, but its simply, technically, impossible to make statements about balancing, when you don't play the game under its actually intended circumstances.
