Elo hell only made worse by Dynamic Que

I've been consistently matched against people Duo and Trio Quing from max range ranks and the lower always seem to feed a large amount. Most of the time it's an ADC and Support who hand out kills like it's the new hot thing to do. How are players supposed to win any matches or progress when we are stricken with this cancer? I've submitted multiple questions to Riot on why I'm being matched with people who are 9/30 in ranked matches or are in placements, just hit 30 that day and have no clue how to play the champion they are on.

Does Riot not hear people having issues with this system? Do they even care or is it just that they want people to play together so they will buy more skins to look cool together?

This system needs to be changed. Solo players are being constantly harassed because of the Duo mentality that they do nothing wrong in a match or that it doesn't matter because they are just learning. I don't want to be matched with players who don't care about trying to win. I don't want to be matched with players who don't know how to play the champion they are on.

Am I the only one who is having this issue? I know I'm not the best player in the world, I know that Riot says "Bad matchups happen" and "Taken as a system, players generally compete with other players of similar skill. Occasionally, bad matchups do happen, and we implement new methods when we find them to improve matchmaking. For example, your total number of wins in each queue is taken into account, so when you play Summoner's Rift, you will play against players with a similar number of wins."
