Why is Riot decreasing Zac's numbers instead of doing something with his point-and-click Blitz hook?

Rito decreased the range of the attack in the mid-patch hotfix, the same time they nerfed Singed.

It hardly even pulls and is a skill shot on the first part. So how is it a Point and click Blitz Q?

I believe this belongs in Memes & Games. It's a skill shot (not a point and click), his Q is much slower than Blitzcrank's hook, needs a 2nd enemy to even use the pull, and it pulls less distance than Nautilus' hook.
