do something about control mages

For all the past ..3? Years now, just about every mage that's turned out to be too strong has been a control mage. Classic mages have been anywhere from mediocre to complete trash. The only exceptions I can think of right now would be Karthus (only because of Harvest), Vladimir, Ryze, and maybe Viktor if you want to debate on whether or not he's a control mage.

Control mages have basically the best of all world's; amazing utility, huge space control, good poke, still having good waveclear, still just as capable of 100-0 a squishy in one rotation while also having low CDs to whittle down tanks and bruisers, and most of them all have massive AOE crowd controls.

This subgroup clearly needs to be looked at because they've been the dominant mid lane picks for ages now and theyre still the best picks. Even traditional burst killers like Ahri opt into Glacial Augment and play like utility mages now. Mages who emphasize utility need to drop more of their carry and kill potential to make up for it; no different than other classes who have above average utility.
