She is for the most part. Next patch overall q damage is going down slightly early-mid game, but now applies 80% of the full damage to its AoE. This is assuming the PBE iteration goes through as is of course.

She still has it. It's just reduced towards anything that isn't the first target hit, and not even by incredibly much
