because bruisers aren't allowed to have any crit items to get some scaling with

pretty much no real items for bruisers specifically besides item 3078, which is a shame

Okay, let's not forget that Riot reworked the item to cater to ADCs not too long ago.

it's still bought mostly on bruisers though. if anything it became worse for one of the two ADCs that built it
