Riot, what are you doing?

First Azir, now Gangplank and Sion. Also, why is Gangplank disabled to a bug, but Sion loses his Q and ultimate and doesn't get disabled? It sounds to me like you need more PBE testers, because this is the third time in a row where a champion has had something changed about their kit and then becomes bugged? Can I at least get an explanation what Gangplank is doing?
