Why doesn't death fire touch just do 5-10% increase damage over 2-4 seconds on spells

The problem with DFT is that it does it has no base damage and only scales with AP/AD. I guess its fine for AD but getting high AP now is kinda hard when the only high scaling ap item item 3089. The problem is this items is too expensive/ cost inefficient so it is build as a 4th or 5th item.

Its kinda sad I have to wait that long for a keystone to kick in.

If it just did a percent your damage over time it would become relevant earlier without being directly tied to item 3089.

I like deathfire touch on characters with low-cost poke. It's much more consistent than thunderlord's even without it increased scaling. Thunderlord's is better on paper but it requires constantly proccing it when it's up to get to that point.

Yea I understand that, but the point I'm making is to doesn't really do much until you get item 3089.

Cause that would become very good for tanks, who don't usually buy damage stats, or stack it at least. It would become good on any champ that doesn't buy stats, or it be used to increase somebody's early game damage.
