It means you can escape them. It means they can't escape you. It means you have a better chance of evading ganks than they have. It means you have a higher chance of evading skillshots than they have.

which is actually .55 ms LESS than i would get from old celerity. which gave 8.55 as soon as u got t2 boots
and i lose the entire conversion as well.. which really was the entire reason i took it in the first place.
in every since of the word it's flat out worse
it gives no ms when not in a speed boost it gives LESS MS than it used to even if u ARE in a speed boost and the adaptive stats are completely gone.. there is literally no reason to EVER take it..
even champions like and would be better of taking runes for a non-sorcery tree now.

the OLD celerity was good..
the NEW celerity might as well not exist for all the good it does.. u dont get jack shit from it.
it has ZERO effect unless you are in a speed boost... if u are.. unless your speed boost is over 40%.. your not going to even get 10 more MS than u would have.
your about 4x better off taking a cloud drag than u are grabbing celerity.
