How can fiora ever be considered balanced?

I've literally never seen a fiora not get fed, she wins every lane shes in and snowballs out of control ridiculously easily(like, just by existing). In my last game, I was playing master yi and at level 11, a fiora full health dove me while exhausted through my w while I had a fucking chain vest and she had a hydra for damage and thats it. How can that ever be called balanced? if you're tanky fiora will just sustain with passive and hydra and then destroy teamfights and splitpushing later, and if you're squishy high damage then fiora will just kill you in one ultimate and you won't even be able to fight back. Right now i seriously need someone to come tell me how in the worldd this abomination is justifiable.
