Side note: Frozen Mallet is better in every way for an AD caster. There isn't a single AD caster who doesn't also have some sort of AA requirement to their burst. More HP, additional AD, and the slow is just as strong.

Those champions specifically wouldn't gain much from this change. They'd get more from buying Mallet already.

Hecarim doesn't even need it, otherwise he'd buy Rylai's. A lot of Hecarim players opt for the AP jungle item anyway. He's got enough AP scaling to make it a worthwhile purchase at the moment, but people don't because they don't need to.
And the Q is a silence that prevents them from casting movement during the spin anyway. And if removing the AP suddenly makes an item that gives 400 HP and an AoE slow to Garen strong, then people would buy Rylai's on him already.

to 220 AP or have a 7th item slot for mages only so we can still burst down opponents and still be a reliable damage dealer and doesn't have to rely on the adc 100% of the time.

Mallet's already fine on any AD caster, since every one of them uses Autos as well. It'd also be a better option even against a 600 HP Rylai's.
