It would either do a % of the target's current health or a flat amount, whichever is higher. Similar to 
's Q.
If I'm correct Evelynn's ultimate is the ONLY damaging ability in the game where it is MATHEMATICALLY IMPOSSIBLE for her ultimate to kill what it hits, unless you have Liandry's or something.

Rand0mH3r0X1 votesRiot specifically wants Eve to use her close range abilities, like her QWE-AA instead of her Ult. They want her Ult to start fights, not end them. Riot will never put a minimum damage on Eve's ult so that's never used to execute an enemy.
