Banned New Champs from Ranked for 14 Days

While there isn't a new champ out that could cause controversy, I'd like to ask anyone @Riot if you've looked into one of the more obvious benefits of banning new champs from ranked in the first two weeks - reducing the dodge rate.

To make the point more finite, I'd really love to have ANY game mode in which I shouldn't expect the inevitable ban/dodge fiasco that is a new champ being released. I already think dodging is too high, and that we need harsher punishments for it (e.g. a longer dodge timer), but there's no question in my mind that a new champ makes things worse.

Has anyone look at the relationship to a new champ being banned, and a subsequent dodge?
