I just noticed this, but if a low level afk is in their spawn, they take no damage at all

I get the reasoning behind it, but I miss being able to see if I could 1 shot them in AR/URF with something like a full AP ez ult or whatever.

If we still could kill them but they would not be any benefit gained from doing so (no gold or experience), then could it come back as an AR/URF only thing?

After a player is disconnected they will recieve 5000 armour and mr (last I checked at least) to prevent people from killing them in fountain (Or out of it via say Blitz) gold. The bonus is not instant and thus is why you can kill people who dc and walk back to spawn.

Karthus ults used to continuously kill afk players in fountain if they were low enough level. Other global ults could too (jinx rocket, etc). This was deemed unfair.
