Let me get this straight...

Zed, a champion which gets complained about a LOT and is currently at a 51% win rate, is the 9th most picked (over 10% of games) and 4th most banned (36.5% of games), is getting:

  • More attack speed per level so he can kill even more targets after missing his whole kit when he ults them
  • More base damage on his Q at ranks 1/2 to help him not get bullied during the ONE window that his common lane opponents (mages) can actually bully him
  • better scaling on his Q so he does more damage with it throughout the game
  • 50% increased range to jump back to his W after killing you for free with his R
  • A 2 second lower cooldown on his W to make his laning safer and/or more obnoxious

And the only cost is: the passive on his R granting him free AD for killing marked targets is removed.

IDK - I think you guys are valuing that passive way too strongly.

Right now, what makes Zed difficult to beat is that once he starts getting kills, he snowballs insanely hard. The best way to beat Zed is to deny him kills in the early game, and then force teamfights for the rest of the game where your allies can peel him off your carries.

AND THAT'S ALREADY A CHALLENGE.

Zed has no mana - so he can outlast any midlane mage and then roam bot when they need to base for mana. Zed actually does damage with auto attacks - so even if you consistently dodge his poke he can still kill you with W-R-Ignite-Autos Zed has good mobility with his W already, which makes aggressive laning relatively safe if he holds onto it. If he needs to use it to trade, he can get a good chunk out with it and then stay back because he has a passive that lets him last hit under tower for free.

So these changes? Giving him more damage early game, more attack speed throughout, lower cooldown, and longer range? You're just making it much easier for him to start that snowball. I don't think Zed is so perfectly balanced that a little nerf to his AD is going to stop him one-shotting people. He's still going to get those kills - you're just giving him the tools to do it so much more reliably...

Why does Zed get this treatment, where he's already highly banned, highly picked, and over 50% win rate - so we give him so many BUFFS to make sure the change is a net buff rather than a net nerf. Meanwhile someone like Galio just gets guttered with nerfs across the board until we can balance it better. Same with Akali. Same with Irelia. They may have been bigger problems than Zed in pro play - but it's really not fair to your overall player base. Zed is already annoying to most players - the changes to make him healthy should be going through net nerfs and then slowly bringing him back. Not net buffs then slowly nerfing him (if ever).
