Mordekaiser is nothing without his passive.

His passive is strong but not broken. It only deals max HP damage and gives slight MS, but in return it is hard to proc.

His Q deals 0 damage late game and it has stupid long CD at all stages of the game.

His W is fair enough. Shield + Heal like Tahm Kench.

His E is a shit version of Darius E. At least Darius E pulls people hit. Morde’s E does whatever it feels like.

His ult can be countered with a 1300g item QSS and since Morde is a magic damage dealer, it is even more worth it.

If Morde didn’t have his passive, he would be a laughing joke of a champion.

His Q does so much dmg late game and it's cd is super low at Rank 5. Most the time I'm just spamming my Q key and watch health bars drop from full to 30% late game. Unless someone got some MR.

Luckily he has his passive, which is baked into his kit as his primary source of damage. Saying he's bad without it is sort of like saying Caitlyn is bad without auto-attacks. Champions are, after all, balanced around the sum of their parts, and if you have a lot of power in one part of your kit your kit needs to make sacrifices elsewhere. That's what a power budget IS.

Also, his Q is objectively not as weak as you say it is. At level 5 it has a 4 second cooldown (which is not "stupid long"), deals 294+60% AP damage, and increases to 470 + 84% AP damage against a single target. That's fairly solid.

I was playing Trundle jungle and my toplane died just when I got there and I had to run away from Morde. We both had Ninja tabi and I used my E on him and W in front of me, and he still caught me up. Too much ms imo
