What happens when 2 AA-based ranged champions have a 1v1?

Are AA-based ranged champions inherently more binary? Have you ever taken a ranged champion into the top lane and fought an opponent with higher range? It's my belief that AA-based ranged champions are so binary that ranged vs ranged is actually MORE one-sided than ranged vs melee. Final question. If the top lane was restricted to every ADC, who'd be the top 3?
